Pastor Ola Amuda the Accord Party Governorship Candidate and one of the best hands while in the Public Service of Ondo State, has started showing the stuff he is made of. Speaking to a cross section of the leadership of Action Alliance who paid him a visit and pledged their loyal towards his success at the November Governorship Election, he noted that he will create Local Council Development Authorities and restructure the Local Government System in Ondo State if voted into office. The need to create more Local Government Council has become necessary to address the imbalance in the Local Government Structure in the state.
Ola Amuda was very equivocal as to the direction of his government as far as Local Government Administration is concerned if voted into office. The Ex- Aide of late Olusegun Agagu highlighted a 12-point near perfect agenda he envisaged towards Local Government System, thus:
The current Local Government Service Commission among others shall be restructured into five different MDAS.
Local Government as third-tier of Government shall be made autonomous – administratively and financially
The Establishment of the Office of the Head of Service for Local Government and increase in the number of Permanent Secretary to be appointed.
The establishment of the Office of the Accountant General for the Local Government which shall be of the rank of a Permanent Secretary. The proposed Accountant General shall be appointed from the cream of Accountants/Treasurers at the Local Government level.
Setting up of an Administrative Panel to look into grievances, problems and prospects of the system, calculate outstanding claims / allowances of workers and severance allowances of former political office holders for immediate settlement.
Restoration of the Statutory 1% of the Allocation for Training in the Department of Training and Manpower Development, under the Office of the Head of Service (Local Government).
A functioning Pension Board and a full-fledged Local Government Service Loans Board that shall provide Loan facilities for both Local Government Officials and Primary School Teachers.
Like what we shall do at the state level all Directorate / Professional cadres shall be elongated to Grade 17.
Outstanding cases of applications for conversion / absorption shall be treated with dispatch in the face of extant rules.
Budget preparation, discipline and implementation. There shall be a Department of Budget under the Commission. This will allow each Local Government Area to identify programmes and projects that are relevant and good for the People in its locality for implementation.
The allowances pay to our Obas from the Local Government Allocation shall be restored fully and brought under first change of expenditu
